1.4 Intention of the Law; Regulation

a.
Objective of the Factories Act 1951 is to ensure the Safety, Health and Welfare of the workers , working in Factories and Industrial Establishments.
b.
Objective of the Oil Field Act is to ensure the Safety, Health Welfare of the workers, working in Notified Oilfield
c.
Objective of the Boiler Act 1984 is to prevent explosion of Boilers, and accidents, damages and loss of life and property.
d.
Objective of the Electricity Act is to supervise electric power generation, transmission, distribution and utilization for the general safety of public.
e.
Objective of the Myanmar Mines Rules include health and safety of miners and their labour and employment conditions.

1.5 Framework and Enforcement

a.
The Factories Act 1951 According to the Factories Act 1951the employers are responsible to comply with Safety and Health and welfare. provisions of the Act. There are 18 Inspectors of factories assigned to enforce the Act. All inspectors regularly visit Factories and workplaces covered by the Factories Act 1951 within theirs respective jurisdictions in according with the inspection program. In addition to inspection there are some special visits to investigate serious or fatal accidents.
b.
The Oil Field (Labour and Welfare) Act 1951 The Oil Field (Labour and Welfare) Act 1951. applies to notified oilfields and person employed directly or indirectly through any agency within a Notified oilfield. The Factories and General Labour Law Inspection Department deals with the enforcement of the safety, health and welfare provisions of this Act.
c.
The Boiler Act 1984 The Boiler Act 1984 deals with steam boiler only, normally used in manufacturing Industry . In this Act, Boiler means any closed vessel exceeding 5 gallons of water in capacity used for generating steam under pressure and includes any mounting or other fitting attached to the vessels which is wholly or party under pressure. There are 23 Inspectors of Boiler assigned to enforce the Boiler Act 1984 all over the country .1990 boilers are now in use in various industries in the country .
d.
The Electricity Law 1984 The Electricity Law deals with the inspection of high and low voltage power utilization, public building, housing estates & industrial complexes, elevators, escalators and electrical products. There are 32 Electrical Inspectors assigned to enforce the Electricity Law all over the country. The function of Department includes competency certification for electricians and electrical engineers.
e.
Myanmar Mines Rules Myanmar Mines Rules applies to any excavation where any operation for the purpose of searching for, or obtaining minerals has been or is being carried or and persons appointed by or with the knowledge of manager, in any mining operation. All the functions relating to Occupational Safety and Health Inspection in mines have to be carried out by Mines inspectors only.
